Alexander S. Abasov

Alexander Abasov is a managing partner in the Moscow office of International Legal Counsels.

Mr. Abasov has a wealth of experience within the Russian Federation and the former Soviet Union republics. He held the highest state position as Head of the Legal Directorate of the State Duma Body of the Federal Assembly. Previously, Mr. Abasov held important positions in the Ministry of Foreign Affairs and Ministry of Justice.

Mr. Abasov analyzed and drafted laws and regulations, participated in negotiations and drafting of documents related to international agreements, issues of privatization, finance, telecommunications, and energy. His experience also includes participation in the commercial law reform projects under the auspices of the World Bank.

Mr. Abasov primarily concentrates on representation of Russian and international clients in complex corporate transactions in the former Soviet Union in the energy, telecommunication and technology industries. His practice also involves representation of Western clients engaged in commercial operation in Eastern Europe in connection with regulatory compliance and cross border contract negotiations. Mr. Abasov negotiated and drafted documents in connection with numerous major corporate transactions and privatizations, mergers and acquisitions, investment projects and corporate finance. Mr. Abasov advised clients, including major oil companies, in connection with negotiating and drafting documents before the State Duma, the Presidential Administration, the Government, various ministries and other federal and local governmental authorities. Mr. Abasov participated in drafting documents, including Presidential Decrees, decrees of the Government and other regulations in connection with the reorganization of the Caspian Pipeline Consortium – a major oil pipeline construction project intended to connect the oil fields in Kazakhstan with a Russian Black Sea port to be implemented by a consortium representing and formed by the three governments and eight major private companies from six countries.

Prior to joining the firm, Mr. Abasov was Senior Counsel with Akin, Gump, Strauss, Hauer & Feld, L.L.P. in Moscow. Mr. Abasov has extensive experience in advising clients in connection with state tenders and bidding process relating to the restructuring and privatization of state-owned shareholdings of the largest Russian enterprises, including two major oil companies. He also participated in the preparation of several prominent production sharing agreements, including the Sakhalin project. Due to his extended hands-on experience in practicing law and legislative drafting expertise, Mr. Abasov has been involved in several World Bank-sponsored projects on legislative reforms, including laws on investment, securities and corporate law, in the Russian Federation, the subjects (constituent entities) of the Russian Federation and the CIS.

Mr. Abasov received his law degree from the Law School of Moscow State University in 1979.
