Polimatrix, Inc., a solutions provider and systems integrator of radiation & nuclear detection and identification systems, announced today the execution of a master purchase contract with and an initial purchase order from the Illinois Law Enforcement Alarm System ("ILEAS"). On November 1, 2007, Polimatrix was awarded a statewide law enforcement and first responder procurement that is believed to be the largest such award in the United States that could result in the placement of approximately 20,000 portable radiation detector/dosimeters. Quintura Gets Series A From Mangrove Capital Partners
Visual-based search engine Quintura Inc., represented by ILC, has taken Series A funding of “several million dollars” from Mangrove Capital Partners, an original seed investor in the company. The capital will be used to scale the Quintura affiliate model for site search and build a semantic web index using Quintura’s “neural networking techniques”.

The company DEPO Computers, a Russian producer of computer equipment and an affiliate of IBS holding structure, made an announcement today about its increased capacity in the area of marketing of software solutions and its purchase of ZAO Sofkey, one of the leading Russian e-commerce companies, which was represented in the transaction by ILC. Quintura, which just launched its See & Find™ visual find engine at www.quintura.com, announced that it raised a significant amount of venture capital from Mangrove Capital Partners of Luxembourg, an early-stage investor in Skype, ABRT Venture Fund and the partners of OpenView Venture Partners of Boston. The deal, in which Quintura was represented by ILC, is the first Western VC investment made in an Internet company from Russia. See

International Legal Counsels PC in conjunction with the Congressional Entertainment Industries Caucus of the U.S. Congress, and the ISDEF-USA hosted a highly-successful Congressional briefing titled "Intellectual Property Issues in Russia: Fighting the Goliath" in the U.S. Congress, Washington, D.C. The briefing examined a complicated situation in the sphere of piracy of intellectual property rights in the Russian Federation by bringing together U.S. and Russian government representatives (USTR and the Russian Federation Embassy to the U.S.) as well as industry representatives from ISDEF-USA, International Intellectual Property Alliance (IIPA) and Business Software Alliance (BSA).
The briefing was open by Congresswoman Diane Watson, chair of the Congressional Entertainment Industries Caucus. Dmitri Dubograev, CEO of International Legal Counsels, was a moderator at the briefing. Yuri Bakay, Vice President of ISDEF-USA, spoke on behalf of ISDEF-USA. The Russian and American sides discussed the current situation with piracy of intellectual property in Russia and shared their views on approaches to be taken to improve the situation with a numerous Congressional staff and Russian and American business representatives.

February 2003.
The article "Our [expats] abroad" by Dmitri Dubograev was published in the Moscow-based journal Infobusiness, #4, February 2003 (click here for electronic version). The article discusses the issues faced by the Russian high-tech companies entering US markets, various aspects of competitiveness of Russian software businesses and the evolving community of new Russian expats in the West.

September 2002.
The firm International Legal Counsels PLLC has sponsored ISDEF (Independent Software Development Forum) and its first meeting at Chernogolovka, Moscow region, which took place on September 28-30, 2002. ISDEF was founded by several leading Russian software companies to promote Russian software industry, create a platform for sharing of experience and cooperation, and develop sensible policies of expansion of the Russian software businesses in the Russian Federation and abroad. Dmitri Dubograev made a presentation at the conference titled "Penetrating Foreign Markets: Legal Issues and Structure. Increased Enforcement of Corporate Law in the USA" and has been acknowledged to significantly contribute to the knowledgebase and legal issues awareness of the forum's participants. Alexander Abasov and Dmitri Dubograev have also hosted a roundtable discussion relating to the legal issues concerning the software industry and access to the foreign markets.
